What Happened: Notices to “Unmapped” Voters
Under the Special Intensive Revision (SIR) exercise in Uttar Pradesh, election officials identified a large number of “unmapped” voters — that is, electors whose details couldn’t be matched with the existing electoral roll data after door-to-door verification and data checks. These voters must complete additional verification to remain eligible on the updated voter list.
📍 Ghaziabad & Noida: Notices Issued
- Officials have **issued notices to around 2.4 lakh unmapped voters in Ghaziabad and Gautam Budh Nagar (which includes Noida and Greater Noida).
- In Ghaziabad, of approximately 1.5 lakh unmapped electors identified, around 80,000 notices have been served so far.
- In Gautam Budh Nagar, around 1.6 lakh notices have been issued against an estimated 1.7 lakh unmapped cases — making the combined total in both districts more than 2 lakh notices served.
📆 Hearing Process
- Hearings for these notices began on January 21, 2026.
- In Ghaziabad, 21 hearing centres have been set up. In Gautam Budh Nagar, there are 35 centres where voters must appear for verification and claims/objections proceedings.
- These verification hearings are being conducted daily to ensure cases are disposed of before the deadline — February 27, 2026.
📋 What Voters Need to Do
- Electors who receive a notice must attend the hearing in person at the assigned centre.
- If a voter cannot appear personally, they may authorise a representative (friend or family member) by providing a written signature or thumb impression authorisation to appear on their behalf.
- Online document uploads alone are not sufficient to exempt a voter from attending a hearing — voters or their authorised representatives still need to attend for verification.
🧑🎓 Increased Voter Enrolment in Ghaziabad
Alongside the unmapped notices:
- Ghaziabad has seen a strong surge in new voter enrolment, with nearly 2 lakh applications currently under process.
- Around 50,000 new applications were received during special two-day enrolment camps held recently.
- Officials are engaging in outreach, with Booth Level Officers (BLOs) visiting houses and distributing Form 6 (new enrolment) via ration shops to ensure more eligible citizens register.
In contrast, Gautam Budh Nagar has processed about 46,000 new voter applications over the same period — a more modest figure but steadily growing.

The Special Intensive Revision is a comprehensive nationwide exercise to ensure voter lists are current, accurate, and inclusive — removing duplicate, outdated, or ineligible entries while making sure eligible citizens are correctly listed.

- An estimated 1.04 crore voters statewide were identified as unmapped in the draft rolls and required additional notices/verification.
- The entire process of SIR includes door-to-door verification, publication of draft rolls, claims and objections, and finalisation of the updated rolls before upcoming elections.
